The Truth About CBD Balms and "Soothing" Skin Claims

CBD balms are marketed everywhere as "soothing," "calming for the skin," or "great for recovery." No CBD brand — Calm Leaf included — can legally make those claims for a topical product either. Topicals get less scrutiny than ingestible CBD in most of the advice you'll read online, which is exactly why we're covering it directly.

Why topical CBD claims aren't exempt from the rules

Because a balm is applied to skin rather than swallowed, some brands treat it as a different category with looser rules. It isn't. Different rulebook, same outcome: cosmetics can't be marketed with medicinal or health claims either, and the CAP/BCAP advertising codes apply across both categories. There's no version of "topical" that gets around the ban on unsubstantiated effects claims.

How a CBD balm actually differs from an oil

The practical difference is delivery method, not effect. A CBD oil is taken sublingually or swallowed, so cannabinoids enter the body through the mouth or digestive system. A topical balm sits on the skin's surface and is formulated with a carrier base (like shea butter or beeswax) designed for topical use rather than ingestion — it's simply a different product built for a different application, not a stronger or more targeted version of the same effect.
